The Common Agricultural Policy (CAP) is divided into two pillars, each with its own subsidies:
Pillar 1: Income support and market policy
Farmers receive a payment per hectare of land, intended as a supplement to their income. These so-called payment rights are tied to conditions, such as compliance with Good Agricultural and Environmental Conditions (GAECs). This income support comes from the EU Guarantee Fund.
Pillar 2: Rural development
This pillar – funded through the European Agricultural Fund for Rural Development – supports initiatives focused on innovation, investments, knowledge sharing, and collaboration in rural areas. Young farmers and area-specific projects can also apply for support. In the Netherlands, this scheme is primarily implemented by the provinces, which also contribute to the funding.
Who is the CAP for?
The CAP is for farmers and organizations active in the agriculture and rural sectors. Within the framework of the European Union, member states implement this policy in their own way. Each EU member state creates a National Strategic Plan (NSP) outlining how the European rules will be applied in the country.
