Information obligation
The energy efficiency obligation uses the Recognised Energy Measures Lists (EMLs).
These are lists of energy-saving measures that are proven to have a short payback period in practice. By completing the appropriate list for each location, you indicate which measures have been implemented, are planned, or have not yet been applied.
There are three lists:

Building measures – such as insulation, high-efficiency glazing, LED lighting, and solar panels

Process measures – focused on production processes, such as heat recovery

Facility measures – for general systems such as cooling, steam, and compressed air
Who is subject to the reporting obligation?
The energy efficiency reporting obligation applies to companies and institutions that consume more than 25,000 m³ of natural gas or 50,000 kWh of electricity per year. These organizations are required to report every four years, via the RVO’s eLoket, which energy-saving measures they have implemented. The aim is to make energy savings transparent and verifiable. Unlike the EED obligation, the size of the organization is not relevant—only the level of energy consumption. Is an organization subject to both obligations? Then a combined report can be submitted using an adapted format.
