Research obligation

The research obligation requires companies to create a detailed report that maps out the total energy consumption, energy-saving opportunities, and CO₂ reduction potential. The report includes:

  • A schematic overview and general description of the location

  • Insight into processes and installations

  • An analysis of energy usage and monitoring

  • Energy balance and heat flows

  • Analysis of production equipment and installations

  • Technical insulation scan

  • Analysis of motors ≥15 kW

  • Comparison with the recognized measures list

  • For IPPC companies: application of BAT (Best Available Techniques) conclusions

  • Inventory of cost-effective CO₂-reducing measures, including calculations

  • Basic energy management check and an action plan for implementation

For whom is the FLEX-E?
Organizations that consume more than 170,000 m³ of natural gas (equivalent) or 10,000,000 kWh of electricity annually are subject to the research obligation. This requirement is in addition to the information obligation. Companies that fall under this obligation must conduct and report a comprehensive energy-saving study.
